German Authorities Charge Three Russian-German Nationals in Espionage Plot Targeting Military Aid to Ukraine

In a high-profile case underscoring escalating tensions with Russia, German authorities have charged three Russian-German nationals with espionage and sabotage aimed at undermining Germany's military support for Ukraine. The Federal Prosecutor’s Office filed charges against Dieter S., Alexander J., and Alex D. on December 9, 2024, before the State Security Senate of the Munich Higher Regional Court.

Key Suspect: A Former Militant The investigation centers on Dieter S., a 40-year-old former member of the pro-Russian militia in Ukraine known as the "Donetsk People’s Republic" (DPR). Germany classifies the DPR as a terrorist organization. Dieter S. was already under scrutiny, having been charged in October 2024 for his involvement with the group.

Authorities revealed that, starting in October 2023, Dieter S. held discussions with a Russian intelligence operative about carrying out sabotage within Germany. Their plans allegedly included explosive and arson attacks on military infrastructure and industrial facilities, as well as targeting railway lines used for military transport.

Scouting Sensitive Locations The trio reportedly scouted strategic targets in Bavaria, including the U.S. military training ground in Grafenwöhr—where Ukrainian soldiers receive training—and a weapons manufacturing plant near Bayreuth. Dieter S. is accused of photographing and filming these locations, with the materials allegedly sent to Russian intelligence.

Arrests and Diplomatic Fallout German security services arrested Dieter S. and Alexander J. in April 2024. While Dieter S. remains in custody, the arrest warrant for Alexander J. was suspended for undisclosed reasons. Alex D. is still at large, intensifying concerns about ongoing threats.

The arrests sparked a diplomatic standoff between Moscow and Berlin. Germany summoned the Russian ambassador to convey its outrage. Chancellor Olaf Scholz condemned the alleged activities, stating, “We can never accept that such espionage activities take place in Germany.”
